WP5 : Implementation scenarios, benefit and risk analysis,
and research and policy recommendations (Leader : TUB)
Objectives
- to develop implementation scenarios for both example sites
- to accomplish a detailed benefit and risk analysis
- to develop further policy options and research recommendations
Tasks
Task 5.1 : Scenarios development (task leader: TUB)
In this task, the results from WP1 to WP4 will be applied to the two pilote sites, by developing at least two scenarios for each site :
- First scenario: focus on integration in existing structures with low effort.
- Second scenario: focus on broader renovation actions, including the integration of new wastewater collection and distribution systems.
These scenarios will take into account the location and the size of the greenhouse units, the construction costs, the amounts of wastewater which can be used, the costs for wastewater application, ecological effects, socio-economic effects, gender effect, etc.
The development of the scenarios will be accomplished mainly by IAV, ENIT, TUB and TTZ. IAMB will support the partners with its expertise in wastewater use in urban structures. ICARDA will support them with its know-how about the related problems in the MPCs urban and peri-urban structures.
Task 5.2 : Benefit and risk assessment (task leader: IAV)
The feasibility and the impact of the implementation of the new greenhouse generation of the MPCs, with the two sites as example regions, will be analysed and assessed on the base of the generated results and task 5.1 . This will mainly include :
- the assessment of the existing situation in contrast to European and national required standards and policies (wastewater, water, health, sustainability, etc.), and the potential to enhance this situation in a sustainable manner and in respect to a better quality of life
- the assessment of the implementation cost
- the assessment of the socio-economic benefits and risks (Potential to re-/strengthen urban and periurban economy and competition in the greenhouse grower sector, to give access to new markets, to be more independent from collapsing markets that depend on the availability of freshwater; Potential to prevent waster born diseases, caused by wastewater discharge in surface waters, etc.)
- the assessment of environmental benefits and risks (Potential to improve the quality of water, to reduce the pressure on freshwater resources, to improve the local climate, etc.)
- the assessment of gender benefits and risks (Potential for local markets and for the application of indigenous unconventional crops which has a high potential to increase the amount of women in the greenhouse production sector).
This task will be accomplished by all partner with the leading role of IAV.
Task 5.3 : Development of further research and policy recommendations
(task leader: TTZ)
Derived from the generated results, recommendations for further research activities will be developed, and later be completed by the feedbacks from the workshop described in WP6. (accomplished by TTZ)
Furthermore, recommendations for MPC policy strategies will be developed. This will include :
- recommendations for further action plans
- recommendations for the enhancement of legal frameworks
- recommendations for the development of official guidelines regarding the implementation of integrated systems for basic supply into existing communal public services as alternatives to existing ones (mostly flush canalisation oriented) communal water disposal systems or as prevention for wastewater disposal in the nature
- recommendations for early implementation of the needed space for the CYCLER concept in the master plans of continuous suburban growth of big cities
The final version will be sent to the responsible bodies (ministries, water authorities, NGOs, etc.). This will be accomplished by ICARDA, with support of all other partners.

Milestones and expected results
M05 : With the workpackages 1-4 and with the development of the scenarios and the benefit and risk assessment, the most important gaps of knowledge, which did restrict an implementation of the new greenhouse generation in the MPCs, are closed. In the case of positive results (portable risks and promising benefits), this is the basis for further practical implementation steps.
